I’ll explain my argument now. Franchise companies are not in the cleaning business to manage janitorial work. They are in the business of selling contracts to franchisees and charging fees for it. This type of franchisors is scamming clients and franchisees at the same time. Their goal is to get a signed contract from the client to sell to the franchisee. This is regardless of the contract billing amount being enough to cover cost of service. In other words, franchisors underbid to get a signed contracts to sell to the franchisee.

Once the franchisor has a signed contract, it will be sold to the franchisee who typically are new to the business. Within a few weeks the franchisee will find out the pay amount is not enough to make a profit or to even cover cost of service. This is when the client starts to notice bad service, as the franchisee does not have to budget to do any better.
